Paul Chiang made a “deplorable” and dangerous remark, suggesting that individuals could claim a Hong Kong bounty by turning in his Conservative opponent, Joe Tay — a Canadian citizen wanted by a foreign regime for pro-democracy activism. Chiang rightly faced widespread outrage, and while he eventually resigned, the fact that it took this long is deeply troubling.
Mark Carney should have removed Chiang immediately. Instead, he defended the comment as a “teachable moment,” revealing a vacuum of leadership at the top. It wasn’t the Liberal Party that took action — it was Chiang himself who finally stepped down under immense public pressure. That delay reflects a concerning lack of moral clarity from both Carney and the Liberal Party of Canada.
Sadly, this isn’t an isolated failure. Over the past decade, Canadians have watched scandal after scandal unfold under Liberal leadership — each met with spin, delay, and deflection. This is yet another example in a long line of ethical failures that have eroded public trust. A change in leadership is proving to make no difference at all.
In January 2025, Liberal MP Paul Chiang spoke with Chinese-language media and criticized his Conservative opponent, Joe Tay, who is under a Hong Kong red notice and wanted by authorities for pro-democracy activism.
While addressing the issue, Chiang made a shocking remark:
“If anyone here can bring him to the Chinese government (i.e., Hong Kong police), they could collect the million-dollar reward.” That reward — HK$1 million (~$184,000 CAD) — is being offered by Hong Kong police for Tay’s capture.
